Keri Burchard-Juarez
Superintendent

Keri Burchard-Juarez was named superintendent of Tacoma Water in 2025. Keri came from Seattle Public Utilities, where she served as deputy director for Project Delivery and Engineering. She brings over 25 years of experience in the municipal water and infrastructure sector, with over a decade of executive-level leadership. She holds a bachelor’s degree in civil engineering from the University of Texas at Austin. She also actively contributes to the water and engineering community at the local, state, and national levels and volunteers with many local organizations.

Jessica Knickerbocker
Deputy Superintendent

Jessica joined the City of Tacoma in 2010 as an Engineer and has worked in both Environmental Services and Tacoma Power before coming to Water.  Jessica accepted the opportunity of Deputy Superintendent in July 2024 after serving as the Planning & Engineering Manager. With over two decades of municipal and utility experience, Jessica continues to strengthen our Project Management Culture and continuously improving how we plan and deliver projects at Tacoma Water.

Jerrod Davis
Source Water & Treatment Operations Manager

Jerrod joined Tacoma Water in September 2023 after a long career working for the Washington State Department of Health in the areas of drinking water, wastewater, shellfish protection, food safety, and communicable/infectious diseases. Prior to that, Jerrod worked in private engineering consulting and abroad for the US Peace Corps.  Jerrod holds a Bachelors Degree in Civil & Environmental Engineering from Seattle University and a Master’s Degree in Civil & Environmental Engineering from UC Berkeley.  Jerrod’s professional affiliations include American Water Works Association, the Pacific Northwest Watershed Managers Association, and the National Water Supply Alliance.

Dana Larsen
Customer and Financial Services Manager

Dana joined Tacoma Water in 2024 as the Customer and Financial Services Manager. She has two decades of municipal government experience with expertise in community development and financial management having worked for various municipalities in California and a local sewer utility for nine years before coming to Tacoma Water. Dana has a B.A. in Urban and Regional Geography from San Diego State University. Her professional affiliations include American Water Works Association and Washington Financial Officers Association.

Ricardo Ferrell
Maintenance and Construction Manager

Ricardo joined Tacoma Water in 2024 as the division manager over Maintenance & Construction. He began his career in Tacoma Public Utilities Customer Services in 2012 where he served as Training Manager and Assistant Division Manager for Customer Services Field Operations and Mail & Print Services. Ricardo earned a B.A. in Political Science and an MBA from Pacific Lutheran University.

Stuart Vaughan
Planning and Engineering Manager

Stuart joined Tacoma Water in 2007 as part of the engineering team within the Water Distribution Engineering section. Since starting he has worked on both the supply and distribution systems in many different capacities, most recently as the Maintenance and Construction manager before becoming the Planning and Engineering Manager. He holds a B.S. in Mechanical Engineering from Washington State University and a Professional Engineering license in civil engineering.
