Cost-of-service principles are used to develop the Tidelands Division rates. Rates are approved by the Public Utility Board and City Council in open public meetings following a series of public hearings. Tacoma Rail is subject to regulation by the Surface Transportation Board, Washington Utilities and Transportation Commission, and the Department of Transportation's Federal Railroad Administration.
