We know some customers might have challenges paying utility bills. We have a number of services to help customers who qualify.
To qualify for any of the assistance programs below, please follow these steps:
- Print and complete all sections of this form
- Provide photocopies of all required documents.
- Mail all documents and completed forms to:

DISCOUNT RATES
We offer a 30 percent discount from Tacoma Power, Tacoma Water and Solid Waste Management, Surface Water Management and Wastewater Management. Customers may also qualify for a discount on Click! Network cable television services.

To qualify, customers must be a single service residential customer and meet all of these criteria:
- Must be 62 years or older or a disabled adult receiving disability income.
- Be a Tacoma Public Utilities customer and have the account in your name
- Be the head of household
- If you are a renter, you must provide a copy of your rental agreement or Section 8 voucher
- Monthly gross household income from all sources must not be more than:

PAYMENT ASSISTANCE FOR HEATING BILLS
Assistance may be available if you need help paying your winter electric bills. Funds get distributed annually, starting in the Fall. A disconnection notice is not needed to apply for these funds. You can use these funds once per year. If you qualify, you may also receive assistance from Tacoma Power's Family Need program and the federal program, LIHEAP. Payments will be applied directly to your Tacoma Power electric bill. You only need to apply once each year for both programs.
To qualify for heating bill assistance, you must meet at least the following criteria:*
- Be a Tacoma Power customer and have the account in your name.
- Meet income guidelines. Your monthly gross household income from all sources must not be more than:

Payment Assistance for Water and Public Works Services
Assistance may be available for Tacoma Water customers and City of Tacoma solid waste, surface water and wastewater customers. To qualify, you must meet the following criteria:*
- The single service residential Tacoma Public Utilities bill must be in the applicant's name
