Our Leaders


Bill Gaines, director of Tacoma Public Utilities

William A. Gaines became the director and CEO of Tacoma Public Utilities in October 2007, after serving briefly as Tacoma Power superintendent. Bill has developed an exceptional record of success and accomplishment over the course of a 30-year utility industry career that has included senior executive roles at Seattle City Light and Puget Sound Energy, Inc. He serves as a board member with several national and regional electric utility industry organizations, and also serves on the Tacoma/Pierce County Chamber of Commerce Board and the Pierce County Economic Development Board.

Theodore C. Coates was named Tacoma Power superintendent in 2009. Prior to that, Ted served as power manager and assistant power manager. He also served for 25 years at Seattle City Light, including five years as deputy superintendent of the wholesale branch. Ted is a member of the Executive Committee of the Public Power Council and of the Board of Directors of the Northwest Energy Efficiency Alliance.

Linda McCrea was named Tacoma Water superintendent in 2010. She has been with Tacoma Public Utilities since 1980, serving as deputy director since 2006 and as the water distribution manager beginning in 1993. She is active in several regional water supply organizations.

Dale King
became the Tacoma Rail superintendent in 2008. He previously served as the director of rail services for Weyerhaeuser Co., and has also worked for Burlington Northern Railroad. As the head of Tacoma Rail, Dale oversees one of the largest short-line railroads in the country.

Steven Hatcher
has served as Tacoma Public Utilities’ Customer Services manager since 2006. He has responsibility for front-line customer service, meter reading, billing, key account management and low-income assistance. He previously served as the Energy Services manager for Tacoma Power.

Robert Mack, deputy director for Public Affairs, joined Tacoma Public Utilities in 2007 to lead the organization’s public affairs team. He previously provided legislative expertise to Tacoma Public Utilities in his role as a principal in a Tacoma law firm.

Christine Gleason has been with Tacoma Public Utilities since 2003. She has served in her current role as Community & Media Services manager since 2006. Chris oversees internal and external communications. She is a member of the International Association of Business Communicators.



Jim Sant was appointed Deputy Director of Administration in 2012. Jim has more than 10 years of utility management experience and more than 20 years of financial experience. He is responsible for budget formulation, insurance, claims, records management and Total Quality efforts.
