Bill Gaines became the director of Tacoma Public Utilities in October 2007, after serving as Tacoma Power superintendent for a year. Bill has developed an exceptional record of success and accomplishment in the 30 years that he’s been in the utility industry. He serves as a board member for several regional electric utility industry organizations and sits on the Board of the Tacoma/Pierce County Chamber of Commerce and the Pierce County Economic Board.

Ted Coates, superintendent
Tacoma Power
Ted Coates was appointed Superintendent/COO of Tacoma Power on August 1, 2009. Mr. Coates served previously as Power Manager since 2008 after serving as Assistant Power Manager for seven years. Coates was previously employed at Seattle City Light for 25 years, the last five as Deputy Superintendent of the wholesale branch. Coates attended the University of Washington with an undergraduate studies in chemical engineering and graduate studies in economics/econometrics. He is on the Board of Directors for the Northwest Energy Efficiency Alliance.

John Kirner, superintendent

John Kirner has been Tacoma Water superintendent since 2004. He has focused on long-term planning for the utility, using technology for greater efficiency and building regional relationships. He is active in several regional water supply organizations.

Dale King, superintendent

Dale King became the Tacoma Rail Superintendent in December 2008. He previously worked as the director of rail services for Weyerhaueser and has also worked for Burlington Northern Railroad. As the head of Tacoma Rail, Dale oversees one of the largest short-line railroads in the country.

Steven Hatcher has served as Tacoma Public Utilities’ Customer Service manager since 2006. He has responsibility for front-line customer service, meter reading, billing and implementing energy conservation programs for Tacoma Power.
